Yes. Each of the 20 options has exactly the same chance, 5%. The winner is chosen by your browser's secure random number generator before the wheel starts to move.
Can I change the options?

Can the same option win twice?
Yes, unless you turn on "Remove winner after each spin". With it on, each winner leaves the wheel, so you work through every option without repeats.
